Parking Brake Adjustment, Early Models:

Here's the adjustment procedure for the "old style" propshaft ebrake system for early HMMWVs and civilian models (1992 and 1993 for sure, but uncertain about 1994. Check the Procedure for Later Models first, if a 1994 or later)

The system works much better if adjusted to this TM procedure.
